U.S. Substance Abuse and Mental Health Services Administration, IDIQ Contract

The U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) announced in April 2006 that it awarded Optimal an indefinite-delivery, indefinite-quantity (IDIQ) contract with one base year and four option years (Contract #: HHSS2832007000441). Under this contract, Optimal can bid on work at SAMHSA, as an 8(a) small business, in four different domains:

Domain 1:         Pilot and Evaluation Projects
Domain 2:         Statistical Projects
Domain 4:         Policy Formation and Analysis
Domain 10:       Planning and Implementation and Report Preparation Projects

Optimal partnered with several other research organizations for this effort including:

Domain 1:         Mathematica Policy Research and National Opinion Research Center
Domain 2:         Mathematica Policy Research and American Institutes for Research
Domain 4:         Mathematica Policy Research and National Opinion Research Center
Domain 10:       National Opinion Research Center and Caliber/ICF International

The nature and scope of the work varies depending on the domain and the specific request for task order proposal (RFTOP). The majority of the tasks involve, but are not limited to, pilot and feasibility studies, evaluation studies, process and implementation analysis, data collection (focus groups, case studies, panel reviews, evaluations, and surveys), data analysis (quantitative and qualitative, as well as primary and secondary), policy analysis, outcome projection, and conference and logistics planning.
